SUMMIT COUNTY GOVERNMENT
INVITATION TO BID

Summit County Government is soliciting bids from qualified contractors to conduct a thorough, two-part, after action review process related to the County's Coronavirus response and recovery. Part I of the review process will consist of an "interim" review process and creation of an After Action Review and Improvement Guide (AAR/IG) for activities to date. Part II of the review process will consist of a "final" review process creation of an AAR/IG that reviews all activities that occur after the interim AAR/IG is completed. The intent of performing this process is to capture lessons learned thus far in our response and apply them to our continued efforts. When the incident concludes, the final AAR/IG will be integrated with the interim AAR/IG to produce a comprehensive account of the County's overall response to the Coronavirus Pandemic.

This process will involve: coordinating with all Summit County stakeholders to capture pertinent information, online and in-person interviews, producing online survey forms for additional feedback, and the drafting of an official After Action Report and Improvement Guide formatted in accordance with Federal Emergency Management Agency (FEMA) guidance related to the Homeland Security Exercise and Evaluation Program (HSEEP).

At said time and place, all bids that have been duly received will be publicly opened and read aloud. The contract will be awarded to the bidder who best meets the requirements of Summit County and the public interest.
